Got this in a trade it was found at a second hand store. It is housed in a pirate unmarked SFC cart case.
Does not do anything when inserted into a console or SF7.

Any ideas as to what this is?

Its now for sale make me an offer.

I thought this too, however when it is in the copier you get a blank screen just like when its in the SFC on its own. I will not allow the SF7 screen open.

Is there any easy and safe effective way to get the hard epoxy off of the PCB without damaging components?

Yep check some videos on youtube with hot air guns.

This cart is most definitely a CIC cart:

GND 05 36 GND
CIC out data (p1) 24 55 CIC out data (p2)
CIC in data (p7) 25 56 CIC in clock (p6)
Vcc 27 58 Vcc

I'd bet on a MGH CIC cart.

They probably bathed it in epoxy to prevent other companies from cloning their cloned CIC.

Thank you I had a feeling it may be that, just the little board and the shape of its components, especially the larger rectangular chip.

Here we have an answer. Item is now for sale make me an offer.
