If its a standard USB port(almost all ports on PCs are) then it is buy 99.999% chance a 5v power output. You should not be worried, your USB is MOST certainly 5V.

If it doesnt work then something is broken or not soldered on propperly/correctly. Try it first, then, if it wont work, post again and someone will try to help you.

To play SMC or any other game that has a "special chip" inside you need to use a cart with the same kind of chip on the T-Connector, alltough not all Games are playable. Look here:

No they are not different. There are 2 systems, PAL and NTSC, PAL is used mostly in europe and NTSC in USA and Japan. The German CIC chip is no different the a swedish, spanish or french one.
