If you have Pal cartridge, then you already have it. Because Pal cartridge have Pal cic inside the cart.

ive you don't have the right hardware to desolder a PAL CiC, like me, i only have a normal soldering iron, I recommend to you, take the Game "International Super Star Soccer Delux". @ This Game the CiC is only soldered @ one Side on the Card.

much more easily: disable the Lockout Chip in your snes, so you can use a Japan CiC chip.
