Is it possible to get sonic 3 or sonic 3 and knuckles to save properly?

I've not tried that yet.

I doubt it though, mate.
Sonic 3 used FlashRAM or EEPROM or something unusual to save.

It probably wouldn't be too hard for someone to patch the ROM to change its save method.
